do I take it that PAL 768x576 is scaled down to the max height of 480?

i.e., 768 is scaled down to 640 and the aspect ratio is maintained resulting in a height of 480.
so if I'm encoding my DVD clips, I should be encoding and scaling to 640x480 so that a second scaling doesn't happen within the smugmug server. right?

I would let the SmugMug system do the scaling. We have to create multiple display copies anyway. So even if you scale, we will create new copies anyway. Give it a try if you want. Create a 20 second video clip and see if it gives the results you want.

I have added a test video and Like the HD quality, But before I begin to upload other videos I need to find out how to post the videos for sale for download....
How do you set the prices?
I keep trying to and it just shows me pricing options for photographs....

Will SmugMug be able to accommodate .mts (AVCHD) files soon? This is the standard file for Sony/Panasonic HD camcorders before editing so I think most users would like this option.

.mts files should be edited or converted before upload. We may add it in the future.

Is there a list somewhere of the best format to use in the order of best to worst?
We are running iSofter DVD Platinum to convert DVD's we have a few dozen video selectons.

I, too, wish that SmugMug would accept AVCHD (*.m2ts) files soon. It's really based on H.264 which SmugMug already accepts. Tons of camcorders are using this format and have done so for years. It's also appearing on higher-end point & shoot cameras for video. Will we see the ability to upload *.m2ts / AVCHD files soon? Thank you.

I'd also like .m2ts support... Using an HD Canon camcorder and love it. Adobe Premier Elements can even handle the video just fine, but I have to convert to upload to Smugmug.

Some of our customers have reported that mts and m2ts files can be converted to MP4 just by changing the format. ie. just change video.mts to video.mp4 using the rename option in your operating system. Once oyu do that, you can upload the files. I personally have not tested it. But you might want to give that a try. It may work. I do not recommend this for other file types and as always, keep a backup copy just in case....
